What gets acted on
Illegal material, adult content, copyright infringement, spam operations, harassment, and tampering with the advertising that funds the service. All of it is set out in the Terms of Service. Reports that name a specific board and describe a specific problem are reviewed far faster than reports that simply say a forum is bad.
Disagreements with a forum's own moderators are not a Terms of Service matter. Those are for the forum's administrator to settle.
